But if you do take the law into account, wouldn't that mean that no task will ever be completed?
Ummm no, because you can never fully "take the law into account".
Trying to take the law into account will get you stuck in an infinite loop.
So if anything, it's an indication of how hard it is to take the law into account, i.e. to estimate how much time the task will take.
